Major codes adopted by newspapers in recent years show marked similarities to the statements of purpose found in the first (and only) issue of Benjamin Harris? Public Occurrences Both Forreign and Domestick, published in Boston in 1690. This essay compares the front page statement by Harris with seven other statements about the role or responsibility of the press: The Associated Press Managing Editors Association ?Code of Ethics for Newspapers and their Staffs''; the 1947 report of the Commission on Freedom (...) of the Press; the American Society of Newspaper Editors 1923 Canons of Journalism and 1975 Statement of Principles; the Society of Professional Journalists, Sigma Delta Chi Code of Ethics; a memorandum to the staff of The New York Times by A.M. Rosenthal when he became managing editor in 1969; and an article by former Knight?Ridder executive Don Carter. Recurring themes include an emphasis on gathering and reporting news with accuracy, objectivity, truthfulness, and completeness. In addition, Harris led the way with his promises to correct errors when they occur and to allay false rumors and replace them with substantive information. Cosmopolitanism is often adrift in a sea of interpretations. As such, it is frequently conflated with related terms like globalism, multiculturalism, and internationalism, just as it is unfittingly juxtaposed with concepts like nationalism and patriotism. Cosmopolitanism thus risks becoming a concept so fluid as to lose all meaning. While cosmopolitanisms’ conceptual ambiguity and definitional fluidity has provided inspiration for over two millennia of debate, it has also contributed to the lack of a grounded and accessible conceptual framework from which today’s (...) students, educators, and cosmopolitanism-minded practitioners can build. This article seeks to address that deficit by introducing an original conceptual framework from which modern cosmopolitanism, as an ethical project, might be succinctly identified, understood, and evaluated. This framework forwards that modern notions of cosmopolitanism rest on three primary pillars: respect, responsibility, and rootedness, each of which must be simultaneously realized for cosmopolitanism to exist. In the cosmopolitan context, respect prioritizes unconditional respect for free rational beings even as it conditionally assesses how cultural practices uplift the individual. Concurrently, cosmopolitan responsibility is recognizing and fulfilling one’s inexorable moral obligation to others. Finally, cosmopolitan rootedness is creating and maintaining conditions where social justice and human flourishing may thrive within one’s own traditions, cultures(s), and society. (shrink)

Facts are relevant, and the facts are that tenure protects some academics from losing their jobs because they communicate unpopular information, and that some untenured academics do lose their jobs because they communicate unpopular information. The American Society for Bioethics and Humanities is now proposing a process whereby the role and authority of clinical ethics consultants can be legitimated. Without regulation and oversight, the field lacks validity and accountability. ASBH has sought to remedy the lack of uniform standards and accreditation by publishing Core Competencies in Health Care Ethics Consultation and an education guide, and now by proposing a “quality attestation process,” situated between national certification processes and local credentialing practices, to “attest to the skills (...) and ability of properly trained and competent clinical ethicists.” If the process is successful, a cadre of certified clinical ethics consultants will emerge. Before the dawn of this new era, it is worth pausing to consider the adequacy of the quality attestation process itself and how it will affect the current world of clinical ethics consultants. Ethics consultations are often done by a multidisciplinary team, and the consult note is a compilation or synthesis of the work of the team. If the evidence required to attest to one's quality as an ethics consultant is to bear on one's ability to work with a team and present an integrated consult note, then these notes are relevant. If, however, the evidence is to bear on the quality of one's own work, then the evidence is inconclusive at best, fraudulent at worst. The quality attestation process seems to be predicated on the individual ethics consultant model, which may not jibe with the realities of ethics consultation. There may be more than one way to demonstrate one's competence, and there may be more than one competency to demonstrate. (shrink)

This paper examines the valuation tools available to measure the financial contribution that public affairs activities provide. The paper begins with a consideration of the state of quantification in public affairs. Next, theoretical frameworks for broad classes of valuation methodologies are presented and specific models applied by companies are examined, outlining their advantages and limitations. The paper concludes with recommendations for implementing quantitative financial measures and opportunities for future research.

Alternative displays of effect size statistics can enhance the understandability and impact of validity evidence in a variety of applied settings. Arguably, the proliferation of alternative effect size statistics has been limited due to the lack of user-friendly tools to create them. Common statistical packages do not readily produce these alternative effect sizes and existing tools are outdated and inaccessible. In this paper, I introduce a free-to-use web-based calculator (https://dczhang.shinyapps.io/expectancyApp/) for generating alternative effect size displays from empirical data. This calculator (...) requires no mathematical or programming expertise, and therefore, is ideal for academics and practitioners. I also present results from an empirical study that demonstrates the benefits of alternative effect size displays for enhancing lay people’s perceived understandability of validity information and attitudes toward the use of standardized testing for college admissions. The study was designed as a test of an especially constructed series of dilemma discussion methods for an experimental group of female offenders and their guards. The programme conducted on prison grounds, consisted of a five‐month programme for the offenders and a separate ten‐month programme for the staff. The results indicated that the experimental group of inmates improved on both the Defining Issues Test (DIT), an estimate of moral judgement and the Loevinger Sentence Completion Test (SCT), an estimate of ego (...) development, when compared to a random group. The results for the staff programme were similar except that initially the guards’ scores were much lower than those of the inmates, especially on the DIT. Two‐year, follow‐up information indicated that the experimental group of females achieved more positive outcomes than did the controls. Implications for prison reform from an educational and developmental perspective are stressed. (shrink)

The ethical issues in conducting research on preventing HIV infection are among the most complex of any area of human subjects research. This article is an update of a 1987 article that addressed potential conflicts between research design and ethics with respect to AIDS prevention among injecting drug users. The present article reviews current ethical issues that arise in the design and conduct of HIV/AIDS prevention research focused on injecting drug users.

Women do most of the parenting. To provide a stable and healthier setting for children they must sublimate their own interests and feelings, which puts greater pressures on women to communicate needs clearly or to be deceptive when the occasion demands. The likely advantage in communication skills and self-control may ameliorate the impact of disorders like ADHD where the most serious deficit is in self-inhibition. This would account for the strikingly uneven male to female sex ratio of 2:1 (in epidemiological (...) samples) to 10:1 (in clinical settings), the higher threshold for females, and the sex difference in the pattern of associated mental disorders. One such idea is the following: To an ever greater degree the work of art reproduced becomes the work of art designed for reproducibility. When Benjamin (...) wrote this essay and this maxim, Norman Rockwell had been illustrating magazine covers for both Boy's Life and the Saturday Evening Post for several years. Rockwell, who also made paintings for advertisements, said he didn't "want to paint for the few who can see a canvas in a museum." He wanted his "pictures to be published," exemplifying Benjamin's point.2 Wood engravings have been around for a thousand years and coins with portraits for two thousand. I don't mention these old examples to dispute Benjamin's point—certainly to an ever-greater degree the modern age designs for reproducibility. And Benjamin himself at the outset mentions the stampings, coins, and terra cottas of the Greeks as ancient cases of reproduction of a work of art. I merely intend to highlight the distinction between creating a print and painting a painting or drawing a drawing. In the latter cases the artist's goal is to produce one particular physical surface. We often imbue this surface with what Benjamin called an aura.3 Collectors of Rockwell Post covers don't have Rockwell's auras,4 and even less so those who have and hang reproductions of such covers. The making of prints has its own cachet, however. Although he is far from a typical printmaker, M. C. Escher here expresses a thought applicable to all printmakers: "The printmaker has [End Page 1] something of the minstrel spirit; he sings, and in every print … he repeats his song over and over again."5As is usual with such illustrations, Rockwell's paintings were put on magazine covers by photographic processes. Rockwell, of course, is not a photographer. His name will not be included in the history of photography. Why is it even worth stating such more-than-obvious observations? Because Benjamin seems to me to be mixed up about photography and the mix-up pervades his essay, even including his very title. Getting clear about exactly what photography is will help untangle things. Therefore, before turning to Benjamin's text, allow me a few words on photography.It is hard to overstate the importance of photography. About his own parents, whom he had never seen, Dickens's Pip says, he "never saw any likeness of either of them (for their days were long before the days of photographs)."6 Many school textbooks feature photos of children in a classroom, but often these are staged photos not actually taken in a classroom. At least one textbook publisher keeps props, including a wheelchair to take photos of "Able bodied children selected through modeling agencies [posing] in the wheelchair."7 Well, it's hard to get disabled children to serve as models, and in this way the publisher meets his disability quota. In such a case the photo is not doctored. It does picture the event in front of the camera, although unknown to the student, the picture is staged and the pictured student is neither in a classroom, nor disabled. This is a small deception; it is, however, a greater deception than is normal for, say, clothing catalogues. In such a catalogue all know that the model photographed is not actually skiing or chopping wood, although the model is so pictured. In the textbook an able-bodied child is presented as a disabled one, however, no direct falsehoods are being taught and no picture is falsely captioned. On the other hand, when a news agency doctors, falsely captions, or stages a picture, the deception is great.Newspapermen and newspaperwomen know well that photo-ops and managed news are cases where the tail wags the dog inasmuch as the event itself was only created for the sake of the picture. Conformational changes of proteins and other biomolecules play a fundamental role in their functional mechanism. Single pair Förster resonance energy transfer offers the possibility to detect these conformational changes and dynamics, and to characterize their underlying kinetics. Using spFRET on microscopes with different modes of detection, dynamic timescales ranging from nanoseconds to seconds can be quantified. Confocal microscopy can be used as a means to analyze dynamics in the range of nanoseconds to milliseconds, while total internal reflection fluorescence microscopy offers (...) information about conformational changes on timescales of milliseconds to seconds. While the existence of dynamics can be directly inferred from the FRET efficiency time trace or the correlation of FRET efficiency and fluorescence lifetime, additional computational approaches are required to extract the kinetic rates of these dynamics, a short overview of which is given in this review. The functional mechanism of proteins is often driven by underlying conformational changes. These intramolecular changes and dynamics can be investigated using single pair Förster resonance energy transfer. The kinetic timescales of the dynamics in the range of nanoseconds to seconds is then quantified using different experimental and analytical implementations. (shrink)

Although there are several provisions within the Nigerian legal framework that, however, address the issue of church attack, the state capacity to implement effective constitutional sanctioning on perpetrators of this heinous crime has always been found wanting or completely absent, leading to countless religious attacks on churches with seeming state consent. This study employs semi-structured interviews to draw data from affected families from Benue and Enugu States, Nigeria. The article explored their experiences. The study participants were recruited through snowball sampling (...) technique, and data were analysed thematically. The respondents stated that church killings or killing of Christians is rising because of the fact that perpetrators stand lower risk of detection and apprehension than other crimes. Also respondents interrogated that justification for the crime is land acquisition and religious intolerance. On the persistence of the challenge, all the 13 respondents stated that the crime seems to have state approval that has made it seemly impossible to tackle. The article calls for continuous inter-religious dialogue and intentional governmental responsibility in protecting lives of all persons living within the geographical enclave of Nigeria which is necessary for the common good. Closer understanding of other faiths and religions will help build bridges of peace and tolerance. The article also calls for the need to promote African traditional values, such as the value of sacredness of life, human respect and good neighbourliness. Contribution: This study initiated the discussions that will help the public understand the reason for continuous church attacks in Nigeria, what church crime connotes in the Nigerian context and its uniqueness from other crimes. Much work in game theory concerns mechanisms by which players can infer information about the utilities and beliefs of other players based on actions within games and pre-play signals. When game theory is applied to interactions among people, such analysis interprets them as ‘mindreading’. Recent work in cognitive science, however, suggests that human coordination rests more centrally on ‘mindshaping’, where interactants determine preferences jointly. As mindshaping is strategic, there is motivation to extend game theory to accommodate it. Conditional Game Theory (...) (CGT) is a strategic theory of mindshaping. We show how it can be used to help players of standard games identify correlated equilibrium, and thus solve games. We then extend CGT to address a challenge to the relevance of correlated equilibrium to empirical choice data, by showing how pre-play analysis using CGT can reconcile the Harsanyi Doctrine – assumed common priors among Bayesian players – with rank-dependent choice as observed in economic experiments. In a naïve realist approach to reading an ontology off the models of a physical theory, the invariance of a given theory under permutations of its property-bearing objects entails the existence of distinct possible worlds from amongst which the theory cannot choose. A brand of Ontic Structural Realism attempts to avoid this consequence by denying that objects possess primitive identity, and thus worlds with property values permuted amongst those objects are really one and the same world. Assuming that any successful (...) ontology of objects is able to describe a universe containing a determinate number of them, I argue that no version of OSR which both retains objects and understands ‘structure’ in terms of relations can be successful. This follows from the fact that no set of relational facts is sufficient to fix the cardinality of the collection of objects implied by those facts. More broadly, I offer reasons to believe that no version of OSR is compatible with the existence of objects, no matter how ontologically derivative they are taken to be. Any such account would have to attribute a definite cardinality to a collection of objects while denying that those objects are possessed of a primitive identity. With no compelling reason to abandon the classical conception of cardinality, such an attribution is incoherent. (shrink)

The history of design arguments stretches back to before Aquinas, who claimed that things which lack intelligence nevertheless act for an end to achieve the best result. Although science has advanced to discredit this claim, it remains true that many biological systems display remarkable adaptations of means to ends. Versions of design arguments have persisted over the centuries and have culminated in theories that propose an intelligent designer of the universe. This volume is the only comprehensive survey of 2,000 years (...) of debate, drawing on both historical and modern literature to identify, clarify and assess critically the many forms of design argument for the existence of God. It provides a neutral, informative account of the topic from antiquity to Darwin, and includes concise primers on probability and cosmology. One implication of Bell’s theorem is that there cannot in general be hidden variable models for quantum mechanics that both are noncontextual and retain the structure of a classical probability space. Thus, some hidden variable programs aim to retain noncontextuality at the cost of using a generalization of the Kolmogorov probability axioms. We generalize a theorem of Feintzeig to show that such programs are committed to the existence of a finite null cover for some quantum mechanical experiments, i.e., a finite (...) collection of probability zero events whose disjunction exhausts the space of experimental possibilities. It has been suggested that puzzles in the interpretation of quantum mechanics motivate consideration of entities that are numerically distinct but do not stand in a relation of identity with themselves or non-identity with others. Quite apart from metaphysical concerns, I argue that talk about such entities is either meaningless or not about such entities. It is meaningless insofar as we attempt to take the foregoing characterization literally. It is meaningful, however, if talk about entities without identity is taken as (...) elliptical for either nominal or predicative use of a special class of mass terms. (shrink)

Shortages of life-saving medical resources caused by COVID-19 have prompted hospitals, healthcare systems, and governmentsto develop crisis standards of care, including 'triage protocols' to potentially ration medical supplies during the public health emergency. At the same time, the pandemic has highlighted and exacerbated racial, ethnic, and socioeconomic health disparities that together constitute a form of structural racism. These disparities pose a critical ethical challenge in developing fair triage systems that will maximize lives saved without perpetuating systemic inequities. Here we review (...) alternatives to 'utilitarian' triage, including first-come first-served, egalitarian, and prioritarian systems of allocating scarce medical resources. We assess the comparative advantages and disadvantages of these allocation schemes. Ultimately, we argue that while triage protocols should not exacerbate disparities, they are not an adequate mechanism for redressing systemic health inequities. Entrenched health disparities must be addressed through broader social change. (shrink)

Federal disability anti-discrimination laws expect clinical trials to render study processes and sites accessible to potential participants, including through the provision of reasonable accommodations. Nonetheless, people with disabilities, and particularly people with mental illness, are often excluded from clinical trials. Supported decision-making, a strategy that allows people to select trusted others to help them understand and communicate decisions, is an important accommodation to further inclusion. However, because mental illness can be dynamic and vary widely in nature (e.g., diagnosis, symptom severity, (...) functional impairment) and duration (e.g., short-term, intermittent, progressive, permanent), supported decision-making is neither a one-size-fits-all strategy nor one that can serve as a reasonable accommodation in every situation. While prior work on supported decision-making has focused predominantly on adults with intellectual and developmental disabilities or dementias, people with mental illness may also benefit from supported decision-making, although the variability in decision-making capacity in mental illness presents nuanced challenges. Here, we explore supported decision-making in the case of people with intermittent or episodic mental illness that may impact decision-making capacity to varying degrees at different times. (shrink)

Background To identify and to summarize challenges related to the informed consent process for research completed during humanitarian emergencies. Methods Using relevant search terms, a search of 5 databases was completed, without language, date, or study type restriction. Studies were screened for inclusion, with eligible studies being those that were relevant to the informed consent process for research studies completed in humanitarian emergencies. A Grounded Theory Analysis was completed to identify themes and subthemes. Results Review identified 30 relevant studies. We (...) identified 11 challenges (lack of trust, therapeutic misconception, reduced capacity, security and privacy concerns, harmful research, power differential, literacy, language/local and cultural context, researcher burden and re-evaluation of ongoing trials) and 7 strategies (engage local research communities, use alternative to standard written consent process, modify traditional process of research ethics board review, dynamic consent, training of research staff, mandating transparency of commercial interests, and mandating reporting of informed consent process in all publications) to confront the challenges. These challenges and strategies were unique to the informed consent process in research conducted during humanitarian emergencies. Conclusions This scoping review identified an evidence-based guide for researchers and research ethics boards to perform ethical informed consent procedures in humanitarian emergencies. Sex differences in reproductive strategy and the sexual division of labor resulted in selection for and maintenance of sexual dimorphism across a wide range of characteristics, including body size, hormonal physiology, behavior, and perhaps spatial abilities. In laboratory tasks among undergraduates there is a general male advantage for navigational and mental-rotation tasks, whereas studies find female advantage for remembering item locations in complex arrays and the locations of plant foods. Adaptive explanations of sex differences in these spatial abilities have focused (...) on patterns of differential mate search and routine participation in distinct subsistence behaviors. The few studies to date of spatial ability in nonindustrial populations practicing subsistence lifestyles, or across a wider age range, find inconsistent results. Here we examine sex- and age-based variation in one kind of spatial ability related to navigation, dead-reckoning, among Tsimane forager horticulturalists living in lowland Bolivia. Seventy-three participants (38 male) aged 6–82 years pointed a handheld global positioning system (GPS) unit toward the two nearest communities and the more distant market town. We find no evidence of sex differences in dead reckoning (p = 0.47), nor do we find any evidence of age-related decline in dead-reckoning accuracy (p = 0.28). Participants were significantly more accurate at pointing toward the market town than toward the two nearest villages despite its being significantly farther away than the two nearest communities. Although Tsimane do show sexual dimorphism in foraging tasks, Tsimane women have extensive daily and lifetime travel, and the local environment lacks directional cues that typically enhance male navigation. This study raises the possibility that greater similarity in mobility patterns because of overlapping subsistence strategies and activities may result in convergence of some male and female navigation abilities. The work of the contemporary French philosopher Jean-Luc Nancy has impacted across a range of disciplines. His writings on psychoanalysis, theology, art, culture and, of course, philosophy are now widely translated and much discussed. His L'Experience de la Liberte is considered to be one of the landmarks of contemporary continental philosophy. Jean-Luc Nancy and the Future of Philosophy is the first genuine introduction to Nancy's ideas and a clear and succinct appraisal of a burgeoning reputation. The book summarises topically the (...) primary conceptual areas of Nancy's thought and explores its relevance for contemporary issues like nationalism, racism and media rights. Nancy's indebtedness to Nietzsche, Heidegger, and Bataille is examined as well as how his ideas compare to those of his contemporary continental thinkers. Three major areas of Nancy's work are emphasised: freedom and morality; community and politics; and arts and the media. The reader is guided through a chosen theme without being lost in a welter of allusive language, jargon is avoided where possible and when unavoidable it is clearly explained. The book concludes with a new interview with Nancy, which discusses the future of philosophy. The book will be an important addition to the readings lists for courses on contemporary continental thought and political philosophy. (shrink)

Scientific practice involves two kinds of induction. In one, generalizations are drawn about the states of a particular system of variables. In the other, generalizations are drawn across systems in a class. We can discern two questions of correctness about both kinds of induction: what distinguishes those systems and classes of system that are ‘projectible’ in Goodman’s sense from those that are not, and what are the methods by which we are able to identify kinds that are likely to be (...) projectible? In answer to the first question, numerous theories of ‘natural kinds’ have been advanced, but none has satisfactorily addressed both questions simultaneously. I propose a shift in perspective. Both essentialist and cluster property theories have traditionally characterized kinds directly in terms of the causally salient properties their members possess. Instead, we should focus on ‘dynamical symmetries’, transformations of a system to which the causal structure of that system is indifferent. I suggest that to be a member of natural kind it is necessary and sufficient to possess a particular collection of dynamical symmetries. I show that membership in such a kind is in turn necessary and sufficient for the presence of the sort of causal structure that accounts for success in both kinds of induction, thus demonstrating that has been answered satisfactorily. More dramatically, I demonstrate that this new theory of ‘dynamical kinds’ provides an answer to with methodological implications concerning the discovery of projectible kinds. (shrink)

The ability to learn the direction of causal relations is critical for understanding and acting in the world. We investigated how children learn causal directionality in situations in which the states of variables are temporally dependent (i.e., autocorrelated). In Experiment 1, children learned about causal direction by comparing the states of one variable before versus after an intervention on another variable. In Experiment 2, children reliably inferred causal directionality merely from observing how two variables change over time; they interpreted Y (...) changing without a change in X as evidence that Y does not influence X. Both of these strategies make sense if one believes the variables to be temporally dependent. We discuss the implications of these results for interpreting previous findings. More broadly, given that many real-world environments are characterized by temporal dependency, these results suggest strategies that children may use to learn the causal structure of their environments. Recently the confrontation has grown more intense. The ap pointment of clinical ethicists in hospitals and other health care settings is an accelerating trend in North America. Concomitantly, those institutions involved in training peo ple in clinical ethics have added organized exposure to the world of practice, in the form of placement requirements, to the normal academic course load. Despite their diversity, human languages share consistent properties and regularities. Wherefrom does this consistency arise? And does it tell us something about the problem that all languages need to solve? The authors provide an intriguing analyses which focuses on the “communicative function of ambiguity” whose resolution entailed an equally intriguing “speaker–listener cross‐entropy objective for measuring the efficiency of linguistic systems from first principles of efficient language use.”.

Neuroscientific evidence requires a monistic understanding of brain/mind. Truly appropriating what this means confronts us with the vulnerability of the human condition. Ca‐muss absurd and Tillich's despair are extreme expressions of a similar confrontation. This crisis demands a type of courage that is consistent with scientific truth and does not undermine the spiritual dimension of life. That dimension is not a separate substance but the process by which brain/mind meaningfully wrestles with its crisis through aesthetic symbols, religious faith, and ethical (...) affirmation. The validity of these activities does not depend upon human autonomy but instead upon the fact that they exist. The study of social norms sprawls across all of the social sciences but the the concept lacks a unified conception and formal theory. We synthesize an account that can be applied generally, at the social scale of analysis, and can be applied to empirical evidence generated in field and lab experiments. More specifically, we provide new analysis on representing norms for application in empirical political science, and in parts of economics that do not follow the recent trend among some behavioral (...) economists to build models of the cognitive and motivational states of individuals taken “one at a time”. Foundational sources for our project are Bicchieri (2006, 2017), Kuran (1995), and Stirling (2012, 2016). From Bicchieri take that a norm exists in a social structure when a significant networked subset of individuals share descriptive and injunctive expectations that it regulates their interactions. From Kuran we take the insight that prevailing norms may come to be widely disliked by participants in networks but survive because norm suppress public displays of disenchantment. From Stirling we apply conditional game theory (CGT) to provide the technical resources for building our model of a norm-regulated social interaction. Perhaps some argument can be made that it is efficient to reward private parties for bringing tort actions. Yet even if this were plausible, it would make the plaintiff-driven nature of tort law a purely contingent matter. The plaintiff-defendant structure of tort law is essential to it, not merely contingent. The economic account is therefore fatally flawed, like an account of the criminal law that fails to mention the role of the state, or an account of Shakespeare’s literary genius that fails to mention his poetry.
